The wheel is purely decorative, and is not connected to the rudder while the ship is in dock, which is just as well considering how vigorously our children tried to turn it! The fascinating thing is that the original Golden Hinde did not have a wheel like this, as wheels for steering boats only came into common use several decades after Drake's voyage. Instead, Drake would have used a type of straight tiller called a whipstaff.
